Blocking start-up programs in Windows 7

Under windows Vista I was able to block certain programs at Start-up using windows defender.  However that does not appear to be an option in Windows 7.  Is there a way to doe this in Windows 7?

Yes, you can do this by using the System Configuration utility.
To launch this tool, click on Start, and in the search field type
System Configuration, then press the Enter key.
If you are prompted by User Account Control, provide consent or the appropriate credentials and click on Continue.
Then, in the System Configuration window that appears, click on the
Startup tab and uncheck the programs you do not wish to run at startup.

Open Action Center by clicking the Start button Picture of the Start button, clicking Control Panel, and then, under System and Security, clicking Review your computer's status.

Make sure your computer has at least the minimum amount of random access memory (RAM) required to run the program that is displaying the error. Look for the program requirements online or in the packaging information.
